Our team is led by Rafael Santurio, President of District Cuba. Rafael is from Cuba and has been living in Washington D.C. for the past 10 years. He founded District Cuba from a passion for introducing Americans to the rich and varied facets of Cuban culture. Rafael curates each travel package, ensuring that District Cuba guests have an amazing, authentic Cuban experience.

In early 2016 the United States eased restrictions on travel by U.S. citizens to Cuba. All of our packages are legal under the general license issued by the Office Foreign Asset Control (OFAC) authorizing “people-to-people travel.” Under this category of authorized travel, U.S. citizens must participate in a full-time program of educational exchange activities intended to enhance contact with the Cuban people, and resulting in meaningful interaction between the traveler and individuals in Cuba. In addition, the traveler must maintain records related to the authorized travel transactions, including records demonstrating a full-time schedule of authorized activities. District Cuba’s tour packages meet the requirements for eligible itineraries, and we will maintain the necessary records for you. District Cuba will provide each participant with an entry visa and letter authorizing travel to Cuba pursuant to part 515.656(b) of the Cuban Assets Control Regulations.
